Competitive Intelligence Consultant
Merrell H. Moorhead has more than nineteen years experience providing strategic planning and policy support to business leaders and senior government officials. His skills include research, analysis, strategic review and planning, and communications in such diverse areas as national security, international affairs, consumer products, knowledge products, economic development, and organizational management/innovation.
Merrell is a former senior committee staffer with the U.S. House of Representatives and a former senior officer in the U.S. Intelligence Community. He has traveled extensively both domestically and overseas in the course of his work, providing him with an "on the ground" perspective on a range of issues.
Before launching his own consulting practice, Merrell served as a senior advisor to the Director of the Central Intelligence Agency, where he was responsible for strategic planning, high-level policy analysis and decision support. In this role, Merrell served as the Director's representative to the Strategic Innovation Group that researched, planned and successfully launched the Center for Mission Innovation in 2005. In addition, he coordinated an Agency-wide transformation program in response to the Intelligence Reform and Prevention of Terrorism Act and other internal and external reform measures.
Prior to joining the CIA, Merrell was the deputy staff director for the House Permanent Select Committee on Intelligence (HPSCI). At HPSCI he managed a staff of 35, and was responsible for the production of the annual intelligence authorization bill and report. During his tenure, the committee met or exceeded its budgetary and policy goals for the 15 agencies of the U.S. intelligence community each year. He also ensured that the chairman and members of the committee were prepared for hearings, floor speeches, panel appearances and other events.
Before his years at HPSCI, Merrell served as a subcommittee staff director for the House Committee on Rules and as Chief of Staff for the Washington office of Representative Porter J. Goss. He also spent a year working in London as a research assistant for Peter Temple-Morris, Member of Parliament.
Merrell is a member of the Strategic and Competitive Intelligence Professionals society, and he earned his degree in History from Yale University.
An active community member, Merrell's volunteer roles include chairing the Halifax Chamber of Commerce Transportation Committee, and serving as a team lead for the Halifax 2011 Canada Winter Games host society.
